Hillsborough County maintains a Comprehensive Emergency Management Plan , which provides uniform policies and procedures for the effective coordination of actions to prevent (when possible), prepare for, respond to, recover from, and mitigate natural or man-made disasters that might affect the health, safety, or general welfare of Hillsborough County residents and visitors.

CEMP purpose

The CEMP is designed to accomplish the following:

  • Minimize suffering, loss of life, personal injury, property damage resulting from hazardous or emergency conditions.
  • Provide a framework for a comprehensive emergency management system that addresses all aspects of emergency prevention, preparedness, response, recovery, and mitigation.
  • Minimize disaster-related material shortages and service system disruptions that could have adverse impacts on county residents and visitors.
  • Provide immediate relief and promote short-term and long-term recovery following a disaster.
