A guide for all commercial pool construction projects
Following these guidelines will help ensure the application, plans and supporting documentation are complete and sufficient for permit submittal which will ensure a timely review and response.
General intake requirements
- Apply online at HillsGovHub
- Commercial Miscellaneous – Pool/Spa
- Provide a complete set of approved for construction stamped civil plans and the approved letter or the approved vertical consent letter (also known as parallel review letter) by the Site and Subdivision Intake Section.
- Recorded certified copy of Notice of Commencement in accordance with Florida Statutes 713.13 (required prior to the first inspection).
- Public pool operating permit application to Department of Health must be provided prior to permit issuance.
- If using a Private Provider, provide all required documents per Private Provider Instructions
Site plan requirements
Provide the approved Site Development Construction Plan Review and the approved letter in accordance with the Hillsborough County Development Review Procedures Manual Section 4.1.5.1.2.
Building plan review requirements
- Building plans designed in accordance with the current Florida Building Code (FBC) and digitally signed and sealed by a State of Florida Registered Architect or Engineer; to include the design professionals name, registration number, complete address and phone number
- Plans must be designed in accordance with the current Florida Building Code Section 454 for public swimming pool
- Provide a site-specific Pool layout plan that indicates pool configuration and dimensions.
Special Flood Hazard Area (SFHA)
Public swimming pools installed in flood hazard areas established in Section 1612.3 shall comply with Section 1612.
