Guides funding priorities for housing, community revitalization, and public services from 2026–2030

As a recipient of federal funding through the U.S. Department of Housing and Urban Development (HUD), Hillsborough County is developing its HUD Consolidated Plan. The plan guides how federal housing and community development funds will be invested over the next five years (Program Years 2026-2030).

The County receives annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funds to support housing and community revitalization, reduce poverty, and promote economic development, particularly for low-income and vulnerable populations.

Residents, housing partners, service providers, and stakeholders are invited to participate in a series of public surveys covering topics such as housing and homeless needs, community revitalization, and public services. Public input will help identify local needs and inform funding priorities.
