Job overview
Manage all financial and fiscal activity for the Water Resources including the operating budget, grant and cash management, operating and CIP budget preparation, and personnel liaison for HR/recruitment. Responsible for ensuring that the accounting for the Enterprise funds are done in accordance with state, federal and local guidelines and generally accepted accounting principles. Ensures budget utilization is consistent with sound fiscal practices.

Ideal candidate
The ideal candidate will be a highly experienced financial professional with a proven track record in public sector fiscal management, budget administration, and strategic financial planning. This individual will bring both technical expertise and strong leadership capabilities to oversee complex financial operations and ensure fiscal accountability across multiple divisions.
Experience and Expertise: The ideal candidate will possess extensive experience (10+ years) in financial activities, including accounting, budgeting, financial reporting, and contract and grant administration within a governmental organization comparable in size and complexity to Hillsborough County. Demonstrated experience managing both operational and capital improvement programs, including the evaluation of existing and proposed Capital Improvement Projects (CIPs) to ensure compliance with financial goals and funding policies. Strong understanding of governmental policies, procedures, and reporting standards, including familiarity with audit requirements and public finance regulations. A minimum of three (5) years in a supervisory or management role (required), with demonstrated success leading financial or administrative teams.
Skills and Competencies: The successful candidate will exhibit advanced analytical and problem-solving abilities with the capacity to interpret complex data, assess financial impacts, and develop strategies for efficient fiscal management. Expertise in developing and managing operating and capital budgets, conducting financial monitoring and analysis, and preparing clear, accurate reports for leadership and stakeholders. Exceptional communication and interpersonal skills to effectively coordinate and collaborate with auditors, departments, external agencies, and consultants using diplomacy, discretion, and persuasion. Strong leadership and personnel management skills, including the ability to address performance issues, guide staff development, and promote accountability and productivity. High-level proficiency in financial and administrative software systems related to personnel, budgeting, HR, timekeeping, and data reporting. Excellent organizational and time management skills, with the ability to manage competing priorities and make sound, independent decisions under tight deadlines. A management style that is assertive yet diplomatic, with the judgment to balance initiative and collaboration.
Minimum qualifications required
- Bachelor's Degree from an accredited college or university specializing in Accounting or Finance.; AND
- 10 years of accounting/finance experience including 5 at the supervisory and/or management level. Must have a minimum of 3 years financial functional experience with an integrated Enterprise Business System; OR
- an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted above (For education and experience only, does not include legally required Licenses or Certifications.); AND
- Master's Degree and or CPA (Certified Public Accountant)/CGFO (Certified Government Finance Officer) a plus
- Valid Florida Driver's License
