The free Blue Roof program provides plastic sheeting to protect storm-damaged roofs until permanent repairs can be made

Residents in Hillsborough County may be eligible for Operation Blue Roof. Operation Blue Roof provides a temporary covering of blue plastic sheeting to help reduce further damage to property until permanent repairs can be made.

The free program is offered by Federal Emergency Management Agency (FEMA) through the U.S. Army Corps of Engineers (USACE) and is eligible to homeowners and landlords.

Residents can apply now through Tuesday, Nov. 5.

The blue plastic sheeting is installed using strips of wood that are secured to the roof with nails or screws. This is a free service to homeowners.

The homeowner/landlord must legally agree to allow the Corps contractors access to the property by signing a Right of Entry (ROE) form.

How to apply to Operation Blue Roof

Residents may apply to the Operation Blue Roof program by:

  • Submitting a Right of Entry (ROE) request through the Operation Blue Roof website
  • Calling 888-ROOF-BLU (888-766-3258)
  • Visiting a Right of Entry (ROE) collection center. ROE collection center locations are listed on the Operation Blue Roof website and updated on a reoccurring basis.

What is a Right of Entry?

The Right of Entry (ROE) is a legal requirement that allows Corps workers to access your property and assess damage to your home. The ROE also allows contracted crews to work on your roof.

Army Corps will not install a “blue roof” if a property owner has not submitted a Right of Entry Form.
