Operational procedures for minority, women-owned, and small businesses

It is the policy of the Hillsborough County Board of County Commissioners to encourage the participation of all responsible businesses in Hillsborough County’s contracting and procurement activities.

The County Administrator has the general responsibility for administering the County’s Minority, Women-Owned Business Enterprise (MBE) and Small Business Encouragement (SBE) Programs to provide full opportunities for minority, women-owned and small businesses to participate in the County's procurement programs, which include construction, contractual services, professional consulting services, and commodities. 

The County’s Minority and Small Business Enterprises Division (a division of the County’s Economic Development Department) is responsible for the day-to-day management and implementation of the County’s MBE & SBE Programs in accordance with these Operational Procedures.
