During the Aug. 5, 2026, Board of County Commissioners meeting:
The Board approved an agreement with Mainsail Lodging for the use of hotel rooms by County employees during hurricanes and other emergencies.
The hotel property is located near the Public Safety Operations Complex where hundreds of employees work 24/7 during active emergencies.
Emergency leaders told Commissioners there currently are not enough bathrooms, showers, and lodging space at the Public Safety Operations Complex, and that the hotel would be a great benefit to essential employees.
An approved budget amendment establishes $7.5 million for the project by realigning $4 million from the existing CIP Project - PSOC Renovations fund and appropriating $3.5 million from Countywide Construction Fund reserves.
Commissioners also received a report on dedicated funding options for Hillsborough County Fire Rescue in anticipation of potential property tax reform
The report states that special assessments would be mandatory for all residents and must be used for Fire Rescue property; it cannot be used for advanced life support services and typically does not fully fund fire budgets.
The Board will continue to look at potential funding options for fire protection and emergency services.
The Board directed staff to prepare a report evaluating the County's existing policies governing water demand associated with water-intensive development and to identify any legally available water conservation and capacity-management strategies.
Commissioners directed staff to draft an ordinance that would imposes a moratorium on the development of A.I. data centers in unincorporated Hillsborough County.
The ordinance, if approved, would take effect after Oct. 1, 2027, or upon the expiration of Florida Senate Bill 180.
Staff will evaluate a framework for land use regulations pertaining to any future AI data centers, including limiting or prohibiting using County potable water for cooling purposes.
The Board approved a draft ordinance mandating the registration of short-term vacation rentals.
The ordinance proposes requiring each short-term vacation rental owner to designate a local responsible party to respond quickly to any complaints or issues presented by the renter.
It would provide for education of both owners and renters to support compliance with applicable code requirements while promoting public health, safety and welfare.
Commissioners will hold a public hearing and vote on the ordinance on Sept. 2nd.
A majority of commissioners approved a one-year pilot program providing for consideration of affordable housing projects on land zoned for commercial or industrial use or owned by a religious institution containing a house of worship.
Affordability requirements would be enforced through a land use restriction agreement, which would come to the Board for approval with any development proposal.
