Hillsborough County, Fla. (Dec. 4, 2025) - Hillsborough County Water Resources will host two public workshops and a public hearing to discuss proposed increases to water and wastewater impact fees.
Impact fees ensure new residential and commercial construction pays for the cost of expanding the water and wastewater systems to serve new development, instead of putting that cost on existing customers.
The workshops will provide an opportunity for the public to learn about the extraordinary circumstances driving the need for impact fee increases in the South-Central Hillsborough service area. The proposed increases are in response to significant population growth in the region and sharp rises in construction costs for critical infrastructure. These factors have created extraordinary circumstances and an urgent need to ensure that new development contributes equitably to the expansion of water and wastewater systems to accommodate it.
These workshops are scheduled for:
- Tuesday, Dec. 9, 2025, at 9 a.m. at County Center, 601 E. Kennedy Blvd., Tampa, FL 33602 and virtual
- Wednesday, Dec. 10, 2025, at 1:30 p.m. (virtual only)
Anyone can view the meeting live or recorded via:

- County website: Live video stream
- Cable: The County's HTV channels on cable television: Spectrum 637 and Frontier 22
The Public Hearing to adopt the proposed impact fee increases for both the Northwest and South-Central service areas is scheduled for 10 a.m., Wednesday, Dec. 17, 2025, during the regularly scheduled Board of County Commissioners (BOCC) meeting at County Center and virtual.
The public hearing will offer a formal opportunity for residents, developers, and stakeholders to provide input before the Board considers any action. To sign up to speak, visit HCFL.gov/SpeakUp. Sign up will open 48 hours prior to the meeting.
