During the Sept. 17, 2025, Board of County Commissioners meeting:
The Board declared Sept. 15 - Oct. 15, 2025, as Hispanic Heritage Month.
Hillsborough County is home to a vibrant Hispanic community whose influence is evident in all aspects of American life and culture, including the arts, sciences, business, academia, the U.S. Armed Forces, athletics, and government.
The Board received a report from the Hillsborough County Sheriff’s Office (HCSO) on its School Speed Zone and Red-Light Camera programs.
HCSO reported that from August 2024 to July 2025, the school speed zone camera program issued 5,775 notices of violation and collected $310,378 in revenue from those violations. The money was distributed to the Florida Department of Revenue, Florida Department of Law Enforcement training, the County school district, crossing guard program, and vendor payments.
From July 2024 to August 2025, 7,677 Notices of Violation were issued related to red- light camera enforcement and $639,000 was collected from violations.
$335,889 was given to the Florida Department of Revenue, and $303,150 was retained by Hillsborough County.
Commissioners approved an amendment to the HOME-American Rescue Plan Allocation plan, adding $15,590. These funds provide for the development and support of affordable housing, tenant-based rental assistance, provision of supportive services, and the acquisition and development of non-congregate shelter units.
The Board adopted changes to phase four of the Community Investment Tax (CIT) to add three additional transportation projects and one additional Fire Rescue project. If the proposed FY 26 budget is adopted on Sept. 18, all four projects would be funded in the FY 26 - FY 31 Capital Improvement Program.
Commissioners approved the allocation of up to $1 million to the Tampa Metropolitan Area YMCA for reimbursement of construction costs for the Spurlino Family YMCA Gym Expansion in Riverview. In exchange for the contribution, the YMCA has committed to providing program and service vouchers of equal value for distribution to families and individuals that the County identifies as at-risk.
Commissioners approved the inclusion of a one-time payment of $28,500 to the non-profit Grow My Giving, Inc. in the proposed FY26 budget.
The Board received a report regarding the next steps following the Post-Hurricane Regional Stormwater Assessment.
Staff identified several flood prone areas across the County that will continue to be the focus of stormwater improvements. Work has already been done in the Pemberton Creek / Baker Canal Focus Area as well as Shangri La, Northdale/Carrollwood, and Town ‘N Country, which included canal restoration, ditch and pipe cleaning, maintenance and sediment removal, culvert replacement, pump station repairs, and other emergency restoration.
Several other projects are currently in the works. Staff will continue to evaluate project needs, look at funding options, and develop maintenance strategies to help during current and future storm seasons.
Commissioners received a report regarding the Commission on Human Trafficking Data Supported Budget Funding Request for FY 26.
The Board approved additional, recurring, and one-time general revenue funding totaling $500,000.
The Commission on Human Trafficking would receive $267,000 of recurring general revenue funding, $100,000 of one-time carry-over general revenue funding from FY25, and $133,000 of additional, one-time general revenue funding.
