Surveying of Progress Village will take place in May and June 2026
Hillsborough County is conducting a Historic Resources Survey for Progress Village, designed to document the architectural and historical development of the community and to create a record of buildings and sites that reflect the area’s history.
What is the project?
On Oct. 15, 2025, the Hillsborough County Board of County Commissioners approved the grant agreement between the State of Florida, Department of State, Division of Historical Resources (DOS) and Hillsborough County for the Progress Village Historic Resources Survey project.
The survey will document structures throughout the community to help preserve and better understand the area’s unique history and cultural significance. Progress Village, developed in the late 1950s outside Tampa city limits, is recognized as Hillsborough County’s first low-income housing suburb created in response to segregation during that era.
What does the survey consist of?
Residents may see survey staff in the neighborhood taking exterior photos of homes and buildings throughout Progress Village. The purpose of this is to document the architectural and historical development of the community and to create a record of buildings and sites that reflect the history of Progress Village.
Hillsborough County plans to use the results of this survey to identify potential future historic districts or important properties that could qualify for individual listing on the National Register of Historic Places.

- Staff will not enter homes or private property
- The survey is for historic and cultural documentation and research purposes only
