How CDBG-DR program funds will assist with recovery and mitigation efforts related to the 2023 and 2024 disasters
Community engagement and program history
Hillsborough County's Citizen Participation Plan establishes procedures and standards for resident participation that Hillsborough County must follow to be in compliance with the U.S. Department of Housing and Urban Development's rule 24 CFR 91.105. All Hillsborough County residents, in particular resource-limited and income-qualified and those living in affected areas, are encouraged to participate in the planning, implementation and assessment of the federally funded housing and community development programs.
The Citizen Participation Plan was updated on May 5, 2025 and includes requirements associated with implementation of the CDBG-DR Program.
Upcoming public engagements
Hillsborough County published the CDBG-DR Action Plan on June 4. A public comment period will be live for 30 days to gather feedback from residents on recovery needs, particularly from vulnerable populations and underserved communities.

What is a public hearing?
A public hearing is a formal meeting where government officials gather input from residents on specific issues or proposed actions. These hearings provide a platform for community members to express their opinions, ask questions, and offer suggestions before decisions are made.
What to expect at a public hearing
- Notification: Hillsborough County informs residents about upcoming public hearings through channels such as local newspapers and the County's official website. Additionally, road signs will be placed in areas most affected by the disasters of 2023 and 2024 to inform residents.
- Participation: Residents are encouraged to attend and share their perspectives. You may provide input by speaking during the hearing or by submitting written comments beforehand.
What is an educational meeting?
An educational meeting is a formal meeting where subject matter experts and government officials provide informational presentations and take questions from residents regarding the CDBG-DR grant and Action Plan. These hearings provide an opportunity for residents to learn more about the proposed projects in the Action Plan and ask questions directly to subject matter experts.
