From academic pressure and cyberbullying to family conflict and anxiety, children and teenagers face a growing number of emotional and social challenges. Hillsborough County Children's Services provides free, professional counseling to help young people and their families manage those challenges and build healthier futures.
Children's Services' Community Counseling program has supported thousands of children over the years by offering accessible mental health services delivered by licensed professionals. The program is rooted in the belief that supporting children's well-being is essential to the long-term strength of the community.
Responding to Today's Pressures on Youth
Children's Services reports that anxiety is one of the most common concerns affecting youth today. Increased exposure to social media, reduced in-person interaction, family dynamics, and broader societal pressures all contribute to heightened stress levels among children and teenagers.
The department's counseling services are designed to address these complex factors by offering a supportive environment where youth can develop coping skills, improve communication, and strengthen emotional resilience.
How Families Can Access Counseling
Families can begin the process by completing a referral form on the County's website or by contacting Children's Services directly. After an initial screening to determine eligibility, an appointment is scheduled for the first counseling session.
Eligible Hillsborough County residents may receive up to 12 weeks of counseling, with one session per week, at no cost. The program removes common barriers to care, such as high out-of-pocket costs and limited insurance coverage, while maintaining professional standards through licensed counselors and clinical supervision.
Families may also return for additional services after a short break if further support is needed.
More Than Counseling
In addition to community-based counseling, Children's Services offers several complementary programs to support youth and families, including:
Residential respite that provides a safe, temporary living environment during periods of family conflict
Case staffing, including support for school attendance and truancy concerns
The department works closely with schools, juvenile justice partners, and health care providers to ensure children are connected with appropriate resources as early as possible.
A Trusted Community Resource
Feedback from families consistently reflects high satisfaction with the services provided, and many return when additional support is needed. Referral partnerships with schools and the juvenile justice system remain the primary way families learn about available services, helping ensure children receive help before challenges escalate.
