Federal Emergency Management Agency (FEMA) Hurricane Debby Individual and Household Assistance

On Sept. 13, 2024, FEMA declared Hillsborough County eligible for Individual Assistance through the Individual and Households Program (IHP). This program provides financial assistance and direct services to eligible individuals and households affected by Hurricane Debby. Assistance and services may cover uninsured or underinsured necessary expenses and serious needs.

Before you apply

If you have insurance (homeowners, flood, auto, etc.), you should file a claim as soon as possible. Losses already covered by insurance cannot not be covered by FEMA.

Visit Disasterassistance.gov. From this page you can review the application process, apply for Individual Assistance, and check the status of your application.

Disaster Recovery Center

FEMA Disaster Recovery Centers (DRC) will open in Hillsborough County over the next few weeks. DRCs are physical locations staffed with FEMA representatives who will help residents with applying for federal aid, updating applications, and learning about disaster loans and other available resources related to Hurricane Debby.

When DRC openings in Hillsborough are announced, locations and hours of operation will be shared on the Storm Recovery Resources page and on Hillsborough County’s social media pages @hillsboroughfl. Check these resources frequently for updates.

Hillsborough County Disaster Declaration Permitting

U.S. Small Business Administration (SBA) loans - Hurricane Debby

Business Physical Damage Disaster Loans

  • The SBA Business Physical Damage Disaster Loans are available to businesses of any size, private and nonprofit organizations, religious organizations, etc. These loans may be used to repair or replace physical property to include real estate, equipment, supplies, and inventory.

Home Disaster Loans

  • The SBA Home Disaster Loans are available to homeowners or renters for the repair or replacement of disaster-damaged real estate and personal property, including vehicles.

Economic Injury Disaster Loans

  • The SBA has made Economic Injury Disaster loans available to small businesses, small agricultural cooperatives, and most private, nonprofit organizations. These working capital loans are designed to assist through the disaster recovery period.
