Sewage Grinder Pumps Serving Single Family Homes

Purpose

The purpose of this policy is to allow single family homes to be constructed in infill areas where sewage service is available only by use of grinder pumps through a pressure forcemain, while ensuring that customers served by systems complying with the Water Department’s Technical Manual will not subsidize operation and maintenance of non-complying systems.

Policy

It is the policy of the BOCC that residential property owners shall be allowed to construct residences on properties for which sewer service is reasonably economically available only by connection to the Water Department’s sewer system using grinder pump(s) serving the individual home. It is also the policy of the BOCC that the operation and maintenance of these systems will remain with the property owner, and all subsequent property owners, in perpetuity. The BOCC recognizes that these systems require higher maintenance support than systems as approved in the HC Water Department’s Water, Wastewater, and Reclaimed Water Technical Manual, and therefore; it is not equitable to distribute the extra cost among customers on compliant systems. This policy applies to existing lots to be developed for single family homes and to larger lots being subdivided into no more than five (5) single family lots. The requirement for the property owner to operate and maintain the system will be noted on the deed of each property and on the appropriate plat, when applicable.

Responsibilities

It is the responsibility of the Water Department to provide sewer service to properties within the established service area. It is the responsibility of the Water Department to establish technical standards for connection of these systems to the Water Department’s facilities and to revise its Technical Manual accordingly. It is the responsibility of the Development Services Division of the Planning and Growth Management Department to ensure that the owner’s operation and maintenance responsibility is noted on each deed and plat.
