Water and Wastewater Service Application and Treatment Facilities Expansion Policy
Purpose
The purpose of this policy is to provide for an improved application process for water and sewer service in Hillsborough County and assure timely construction or expansion of water and wastewater treatment facilities in response to demands for utility services.
Policy
Hillsborough County intends to provide water and sewer service to all applications within the County’s service area which are consistent with the goals and objectives of the Horizon 2000 Plan. The Water and Wastewater Utilities Department shall implement procedures for timely processing of water and wastewater service applications and timely construction expansion of the water and wastewater treatment facilities.
Water and wastewater treatment facilities shall be in accordance with the Utilities Department’s “Long Range Plan” as defined in the enabling resolution adopted by Board Resolution Number R83-0078 which authorizes and covenants the issuance of the water and wastewater Utilities Departments 1983 Bonds. The following criteria shall be used as guidelines in determining when expansion of new plant construction shall be initiated.
- The County will initiate the design of a water or wastewater facility when the actual flow plus the permitted flows are equal to or greater than 75% of the current plant capacity for under 5 MGD or 80% of the current plant capacity for plants over 5 MGD.
- The County will advertise for construction or expansion of water and wastewater treatment facility design in connection with (1) above when the plant flow plus project flow plus project flow of issued building permits equals or exceeds 85% of the current plant capacity for facilities with capacity less than 5 MGD or 90% of the current plant for facilities with capacity greater than 5 MGD.
Financing of water and wastewater treatment facility construction or expansions shall be consistent with the Board of County Commissioners approved “Water and Wastewater Financial Policy”.
Responsibilities
The Department of Water Utilities under the direction of the County Administrator will establish and execute procedures necessary to accomplish timely processing of water and wastewater service applications and water and wastewater treatment facilities expansion in response to demand for utility service. The water and wastewater treatment facility expansion plans shall be set forth within the water and wastewater Utilities Department “Long Range Plan”.
