Display of the United States Flag

Purpose

The purpose of this policy is to provide guidance as to which County facilities should display the U.S. flag; to address the manner of displaying the U.S. flag; and to identify requirements as to the purchase of U.S. flags.

Policy

  1. It is the Policy of the Board of County Commissioners to display the U.S. flag daily on or near the George E. Edgecomb County Courthouse and the Plant City Courthouse; the Frederick B. Karl County Center; and other locations the County Administrator deems appropriate.
  2. It is the Policy of the Board of County Commissioners to display the U.S. flag with appropriate decorum and etiquette. Accordingly, when displaying the flag the following should be observed:
    • On buildings and on stationary flagstaffs in the open, the flag should only be displayed from sunrise to sunset; however, the flag may be displayed 24 hours a day if properly illuminated during the hours of darkness.
    • The flag should be hoisted briskly and lowered ceremoniously.
    • The flag should not be displayed on days when the weather is inclement, except when an all-weather flag is displayed.
    • No other flag or pennant should be placed above the U.S. flag.
    • On Memorial Day the flag should be displayed at half-staff until noon only, then raised to the top of the staff.
    • On Peace Officers Memorial Day the flag shall be flown at half-staff, unless that day is also Armed Forces Day.
    • The flag shall be flown at half-staff upon the order, proclamation, directive, or instructions of the President of the United States or the Governor of Florida.
  3. It is the Policy of the Board of County Commissioners to only purchase flags made in the U.S. from articles, materials, or supplies, all of which are grown, produced, and manufactured in the U.S.

Responsibilities

It is the responsibility of the County Administrator, acting through each department or agency charged with the administration of the county building or location where the flag is displayed.
