Local Hearing Officers oversee administrative hearings related to Hillsborough County's Red Light Camera Program and School Zone Speed Enforcement Program.
Purpose
Local Hearing Officers oversee administrative hearings related to Hillsborough County's Red Light Camera Program and School Zone Speed Enforcement Program. These programs, established by Ordinances 13‑19 and 23‑22, codified in Chapter 50, Articles III and VIII of the Hillsborough County Code of Ordinances and Laws, and conducted in collaboration with the Hillsborough County Sheriff's Office in accordance with Florida Statutes, allow registered vehicle owners to contest notices of violation through administrative hearings. Hearing procedures are governed by BOCC Resolutions 23-100, 26-042, and 26-043. Local Hearing Officers ensure fair and impartial review of challenges to red light violations and school zone speeding violations as required by state law.
Membership
Membership may be comprised of five attorneys.
Appointees are not required to be residents of Hillsborough County but must be residents of the state of Florida and registered to vote in the County in which they reside.
Terms
Local Hearing Officers are appointed to three‑year terms. Appointees may serve consecutive terms upon BOCC approval.
Special Requirements
- Must be a member in good standing with The Florida Bar;
- Must reside in Florida and be registered to vote in the County in which they reside;
- May not be current employees of the County or the Hillsborough County Sheriff's Office;
- Cannot currently hold, or in the three years preceding appointment have held, any employment or contractual relationship with the County or the Sheriff's Office whatsoever, including providing legal representation; and
- Must pass a criminal background check.
Authority
This board is subject to Ordinances 13‑19 and 23‑22 and Resolutions 23-100, 26-041, and 26-042, as they may be amended from time to time.
Meetings
Hearings are typically scheduled once per month by Citizen Boards Support, a division of Consumer Veteran Services. Hearings may be scheduled more or less frequently depending on program needs. Scheduling of appointees from the available pool is anticipated to be on a rotation basis but is ultimately within the discretion of Citizen Boards Support to best support program needs.
